PEOPLE'S DEMOCRATIC PARTY OF UZBEKISTAN

September 14, 1991 — a group of activists initiated the establishment of a party that expresses and defends the interests of strata and groups of the population in need of targeted social support and social protection during the transition period.

November 1, 1991 — the 1st Constituent Congress of the People's Democratic Party of Uzbekistan was held. The Congress adopted the Charter and the Program of the party, defined the priority areas of its socio-political activities. Makhmudjon Muminovich Rasulov was elected as the first secretary of the Central Council of the newly established party.

The First President of the Republic of Uzbekistan Islam Abduganievich Karimov took part in the Congress.

The central printing organization of the party became the newspaper «Uzbekiston ovozi», published three times a week in Uzbek.

In December 1991, the party was registered by the Ministry of Justice of the Republic of Uzbekistan. By the end of December, the organizational structure of the party and establishment of its territorial organizations in the Republic of Karakalpakstan, in all regions and the city of Tashkent, as well as in all constituent districts and cities of Uzbekistan, were basically completed.

January 1, 1992 — as of this date, there were 347,7 thousand members united in 11,3 thousand primary organizations in the party.

March 5, 1992 — publication of the weekly newspaper of the party in Russian «Voice of Uzbekistan» was launched.

November 1, 1994 — the 2nd Congress of the People's Democratic Party of Uzbekistan was held. The Congress adopted a resolution on participation of the People's Democratic Party of Uzbekistan in the first multi-party elections conducted in December 1994 to the Oliy Majlis of the Republic of Uzbekistan and regional, district and city Kengashes of people's deputies held in independent Uzbekistan.

At the congress, pre-election platform of the party was adopted. Amendments were introduced to the Charter of the party that determine the procedure of formation and activities of deputies' associations of the People's Democratic Party of Uzbekistan in the representative bodies of the state authority.

Abdulkhafiz Marakhimovich Djalalov was elected as the first secretary of the Central Council of the party.

January 1995 — following the elections, faction of the People's Democratic Party of Uzbekistan in the Oliy Majlis of the Republic of Uzbekistan and party groups of the People's Democratic Party of Uzbekistan in Jokargy Kenes of the Republic of Karakalpakstan, in all regional, Tashkent city and all district and city Kengashes of people's deputies was formed for the first time.

On October 8, 1999, the 3rd Congress of the People's Democratic Party of Uzbekistan was held. The congress adopted a new Program of the party that specifies its priorities taking into account tasks of the next stage of reforming and democratic modernization of independent Uzbekistan.

The congress confirmed orientation of the party on the interests and needs of vulnerable segments of the population and its commitment to priorities of increasing social effectiveness of reforms implemented in the country.

The Congress adopted a decision on participation of the party in the regular elections to the Oliy Majlis of the Republic of Uzbekistan and local representative bodies of state authority, as well as on participation in the first elections of the President of Uzbekistan held on a multi-party basis, conducted in January 2000. The first secretary of the Central Council of the People's Democratic Party of Uzbekistan Abdulkhafiz Marakhimovich Djalalov was nominated as the presidential candidate.

January 2000 — following the results of the general elections of 1999, a faction of the People's Democratic Party of Uzbekistan in the Oliy Majlis of the Republic of Uzbekistan and party groups of the People's Democratic Party of Uzbekistan in Jokargy Kenes of the Republic of Karakalpakstan, in all regional, Tashkent city and all district and city Kengashes of people's deputies was established in the second convocation of representative bodies of state authority.

December 2001 — the party supported the conduction of a referendum on issues of transformation of the Oliy Majlis of the Republic of Uzbekistan into bicameral parliament.

2002 — 2003 — the parliamentary faction of the party took an active part in discussion and adoption of draft laws on the basis of the referendum on January 27, 2002, aimed at forming a bicameral parliament.

March 15, 2003 — at the next 5th plenum of the Central Council of the People's Democratic Party of Uzbekistan, the party's priorities were determined in connection with the unfolding parliamentary reform.

December 27, 2003 — Asliddin Ashurbaevich Rustamov was elected as the first secretary of the Central Council at the 6th plenum of the Central Council of the People's Democratic Party of Uzbekistan.

On November 4, 2004, the Executive Committee of the Central Council of the party issued a statement in which it was noted that the People's Democratic Party of Uzbekistan occupies the left wing in the political life of the country and acts as a defender of the interests of vulnerable social groups and strata of the population in market conditions.

On November 6, 2004, the 4th Congress of the People's Democratic Party of Uzbekistan was held. The Congress formed a new composition of the central bodies of the party, nominated candidates for deputies to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and approved the pre-election Platform of the People's Democratic Party of Uzbekistan in elections of 2004 to the Legislative Chamber of the Oliy Majlis and local representative bodies of the state authority.

A new edition of the party's Charter was also adopted.

January 2005 — based on the results of the first multi-party elections to the new bicameral parliament, the People's Democratic Party of Uzbekistan formed the second largest faction in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan. Party groups of the People's Democratic Party of Uzbekistan were also formed in Jokargy Kenes of the Republic of Karakalpakstan, in all regional, Tashkent city and all district and city Kengashes of people's deputies, where the party strengthened its positions.

On February 17, 2005, the faction of the People's Democratic Party of Uzbekistan, in response to the merger of factions of UzLiDeP, PDP «Fidokorlar» and SDP «Adolat» in the Legislative Chamber into the Democratic bloc, which meant the organizational structure of parliamentary majority, declared that it assumed the role of an opposition of parliamentary minority.

June 1, 2005 — the Central Council adopted a decision to convene the 5th Congress of the People's Democratic Party of Uzbekistan at the beginning of July in order to adopt a new Program of the party corresponding to its left political platform and taking into account the results of elections of 2004 to the Legislative Chamber of parliament.

July 2, 2005 — the 5th Congress of the People's Democratic Party of Uzbekistan was held, which worked out targets on deep reforming the party in all spheres. The Congress adopted a new Program of the party based on generally accepted principles of people's democracy — social equality and social solidarity.

At the congress, practical steps were taken so that the party could get rid of illusory claims to become a party of «the whole people». For the first time since the party was formed, its Program specifically defined its permanent electorate — those sections of the population in need of social support, and whose interests are crucial for the party's political activity.

July 9, 2005 — at the 3rd plenum of the Central Council of the People's Democratic Party of Uzbekistan, a general Program of actions of the party for 2005-2009 was adopted on implementation of the party's program objectives. Latif Yakubovich Gulyamov was elected as the chairman of the Central Council of the People's Democratic Party of Uzbekistan at the plenum.

July — August 2005 — measures on enhancing participation, increasing the role and responsibility of organizations of the People's Democratic Party of Uzbekistan in socio-political life of the country were widely discussed at the plenums and meetings of the party activists in Karakalpak Republican, regional and Tashkent city party organizations.

November 30, 2005 — a decision was taken on organization of public receptions of the People's Democratic Party of Uzbekistan under Karakalpak Republican, regional and Tashkent city councils of the party.

December 2005 — January 2006 — creation of the women's wing «Faol ayollar» and the youth wing «Istikbol» of the party and formation of their public councils.

January — August 2006 — re-registration of party members. Its practical result was the disposal of the People's Democratic Party of Uzbekistan from those passive party members who, for various reasons, did not participate in activities of party organizations and party life, did not fulfill their statutory duties, did not share party ideology, or lost contact with their organizations.

September 7 — 10, 2006 — delegation of the People's Democratic Party of Uzbekistan took part in the 4th General Assembly of International Conference of political parties of Asian countries, held in the capital of the Republic of Korea, Seoul.

October 3, 2007 — the 7th plenum of the Central Council of the party was held, which took a decision on participation of the People's Democratic Party of Uzbekistan in the elections of the President of the Republic of Uzbekistan in December 2007.

November 5, 2007 — the 6th Congress of the People's Democratic Party of Uzbekistan was held, at which the leader of the faction of the party in the Legislative Chamber Asliddin Ashurbaevich Rustamov was nominated as the candidate for the post of the President of the Republic of Uzbekistan from the party.

December 3, 2008 — the contest of young politicians «Yosh siyosatchi — 2008» was held for the first time in the party, which has since been held annually at 4 levels, starting with the primary organizations of the party.

November 10, 2009 — the 7th Congress of the People's Democratic Party of Uzbekistan was held. The Congress formed a new composition of the central bodies of the party, nominated candidates for deputies to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and approved the pre-election Platform of the People's Democratic Party of Uzbekistan in elections of 2009 to the Legislative Chamber of the Oliy Majlis and local representative bodies of state authority.

January 2010 — following the results of the election, a new composition of the faction of the People's Democratic Party of Uzbekistan was formed in the Legislative Chamber of the Oliy Majlis, as well as party groups in Jokargy Kenes of the Republic of Karakalpakstan, in all regional, Tashkent city and all district and city Kengashes of people's deputies.

March 11, 2010 — the 2nd plenum of the Central Council of the People's Democratic Party of Uzbekistan was held, which adopted a general party program of practical actions for 2010 — 2014 on implementation of program objectives with which the party entered the 2009 elections.

November 19, 2010 — the 3rd plenum of the Central Council of the People's Democratic Party of Uzbekistan was held, at which tasks of the party's practical participation in implementation of the «Concept of further deepening democratic reforms and establishing civil society in the country» forwarded by the First President of the Republic of Uzbekistan I.A. Karimov were determined. The Plenum introduced corresponding additions and clarifications into the Program of practical action of the party for 2010 — 2014.

April 24, 2013 — at the 8th plenum of the Central Council of the People's Democratic Party of Uzbekistan, Khotamjon Abdurakhmanovich Ketmonov was elected as the chairman of the Central Council.

September 19, 2014 — the 10th plenum of the Central Council of the People's Democratic Party of Uzbekistan adopted a decision on participation of the People's Democratic Party in the elections of 2014 to the Oliy Majlis of the Republic of Uzbekistan in the regional, district and city Kengashes of people's deputies and on convocation in this regard of the 8th Congress of the People's Democratic Party of Uzbekistan.

On November 5, 2014 at the 8th Congress of the People's Democratic Party of Uzbekistan, convened in connection with participation of the party in the elections of 2014 to the Oliy Majlis of the Republic of Uzbekistan and the regional, district and city Kengashes of people's deputies, the current composition of the central bodies of the party was formed. The Congress also approved the Pre-election program of the People's Democratic Party of Uzbekistan in the elections of 2014, which for the period until 2019 is the acting program document of the party. In comparison with the Program of the party adopted in 2005, this Program specified the program priorities and goals of the party, proceeding from the basic interests of its permanent electorate, which contributed to strengthening the political individuality of the party.

January 2015 — following the results of elections of 2014, the party has formed a new composition of the faction of the People's Democratic Party of Uzbekistan in the Legislative Chamber of the Oliy Majlis, as well as party groups in Jokargy Kenes of the Republic of Karakalpakstan, in all regional, Tashkent city and all district and city Kengashes of people's deputies and has the following representation in the deputy corps:

— Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan — 24 deputies;

— Jokargy Kenes of the Republic of Karakalpakstan, regional and Tashkent city Kengashes of people's deputies — 210 deputies;

— district and city Kengashes of people's deputies — 1646 deputies.

January 15, 2015 — the 2nd plenum of the Central Council of the People's Democratic Party of Uzbekistan adopted a decision on participation of the party in elections of the President of the Republic of Uzbekistan and on convocation of the 9th Congress of the People's Democratic Party of Uzbekistan in this regard.

February 9, 2015 — the 9th Congress of the People's Democratic Party of Uzbekistan considered the issue of organizational and political tasks of local party organizations in connection with participation of the People's Democratic Party of Uzbekistan in the elections of the President of the Republic of Uzbekistan. The Congress also took a decision on nominating Khotamjon Abdurakhmanovich Ketmonov, the chairman of the Central Council of the party, as a candidate for the post of President of the Republic of Uzbekistan from the People's Democratic Party of Uzbekistan. The corresponding decision of the Congress approved his pre-election program.

March 16, 2015 — a meeting of the faction of the People's Democratic Party of Uzbekistan in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan was held. In accordance with the Article 25-1 of the Constitutional Law «On the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan», a decision was taken on declaring a parliamentary faction of the People's Democratic Party of Uzbekistan as oppositional to the Bloc of democratic forces, uniting faction of UzLiDeP and DPUz «Milliy tiklanish» and forming the parliamentary most.

This decision was motivated by the fact that the People's Democratic Party of Uzbekistan has its own viewpoint outlined in its pre-election program on the way of addressing a number of important economic and social tasks envisaged by the Program of action of the government.

At the same time, the statement of the faction noted that in relevant priority issues, the People's Democratic Party of Uzbekistan is ready to propose and defend its solutions solutions that do not coincide with programmatic positions of parties whose factions have united in the Bloc of democratic forces.

April 9, 2015 — the 3rd plenum of the Central Council of the People's Democratic Party of Uzbekistan, considering urgent tasks facing organizations of the People's Democratic Party of Uzbekistan at the present stage of democratic reforms, adopted the Program of action of the party for 2015-2019 on implementation of its pre-election program objectives.

September 17, 2016 — the 6th plenum of the Central Council of the People's Democratic Party of Uzbekistan considered the issue and adopted decision on the party's participation in the elections of the President of the Republic of Uzbekistan and on convening the 10thCongress of the People's Democratic Party of Uzbekistan in this regard.

October 14, 2016 — the 10th Congress of the People's Democratic Party of Uzbekistan considered the issue of organizational and political tasks of local party organizations in connection with participation of the People's Democratic Party of Uzbekistan in the elections of the President of the Republic of Uzbekistan. The Congress also decided to nominate the chairman of the Central Council of the party, Khotamjon Abdurakhmanovich Ketmonov, as a candidate for the post of President of the Republic of Uzbekistan from the People's Democratic Party of Uzbekistan. His pre-election program was approved by the corresponding decision of the Congress. The Congress also introduced partial changes into the party's Charter.

March 31, 2017 — the 7th plenum of the Central Council of the People's Democratic Party of Uzbekistan reviewed the most important tasks facing organizations and deputy associations of the People's Democratic Party of Uzbekistan on ensuring implementation of the State Program for implementation of the Strategy of action on five priority directions of development of the Republic of Uzbekistan in 2017-2021 in the Year of dialogue with people and human interests and introduced appropriate changes and additions to the Program of action of the People's Democratic Party of Uzbekistan for 2015-2019.

 

As of July 1, 2021, the total number of party members amounts to more than 520,000. 49 percent of party members are women, and about 51 percent are under the age of 30. The party’s composition is multi-ethnic. It unites representatives of 47 nationalities and ethnic groups.

According to its structure, the party has 1 central, 14 regional organizations – the Republic of Karakalpakstan, 12 regions and Tashkent city, 22 city and 179 district organizations, as well as more than 10,000 primary organizations uniting party members by place of work and residence.
