On July 26, 2023, a regular working group meeting was held to study the ongoing work to ensure employment and create jobs in the regions.
The participants considered the results of a control and analytical study of work to ensure employment and create jobs in the Republic of Karakalpakstan, Khorezm, Bukhara, Navoi, and Samarkand regions.
In recent years, practical work has been carried out in the country to ensure employment of the population, its education and professional retraining, the creation of new jobs, the preparation of the unemployed for professions in demand in the labor market, and advanced training.
It was noted that during the studies, the deputies focused on the jobs created within the framework of local investment programs, allocated subsidies, grants, allowances, vocational training for the unemployed, and employment of persons with disabilities.
In particular, several practical activities have been carried out in Bukhara region to ensure employment and create jobs. In 2023, to cover 4,200 unemployed citizens, 1 “Ishga Markhamat” monocenter, 3 vocational training centers, and 8 vocational training centers for residents of mahallas for 480 people were created.
Based on the recommendations of the labor authorities in the region, in January-April 2023, 2,900 remaining out-of-work citizens were involved in vocational and entrepreneurial training. Over the past period of 2023, about 518 unemployed citizens have been trained. Of these, employment is provided for 502 people.
As of June 1 this year, 123.4 thousand people were employed in Samarkand region. In particular, with the support of hokim’s assistants, 9.9 thousand people were employed for permanent and seasonal work based on the Mahallabay system. As part of the family business development program, on the recommendation of hokim’s assistants, loans worth 241.7 million UZS were allocated to implement 9.4 thousand projects.
In 2023, it is planned to provide 192,987 people with profitable work in the Republic of Karakalpakstan. In January-April this year, 44,426 permanent and seasonal jobs were created, and the plan was fulfilled by 105%.
According to the results of studies in Khorezm region, in January-May 2023, 348 citizens were involved in vocational training in Yangiariq district. Employment of 1,022 citizens was provided by allocating 393.4 hectares of agricultural land to the population through the Electronic Auction. Also, 26 people in need of social protection were employed in January-May.
As noted at the meeting, within the framework of the program for ensuring employment in Navoi region in 2023, it is planned to employ 240,000 people, including more than 77,000 citizens permanently.
According to the results of studies, as of June 1 this year, 123.4 thousand people were employed in the region. Despite the effective implementation of the employment plan, some areas for improvement have been defined in this area.
In particular, in Navoi region, as of June 1 this year, only 861 out of 5,259 unemployed women included in the “Women’s Notebook” are provided with permanent jobs. This figure is 7% in Karmana district, 9% in Khatirchi district, and 9% in the city of Zarafshan, that is, inefficient and incomplete use of the available opportunities to create new and vacant jobs in these areas caused objections from the deputies.
Also, at the meeting, the deputies critically noted that implementing the forecast indicators for creating jobs in Samarkand region through regional investment projects in January-May amounted to only 14 percent.
At the event, to increase the income of the population and reduce poverty in the regions studied by the working group, land plots from 0.1 ha to 1 ha are allocated to the people through the Electronic Auction platform by increasing the standard cost of land and, based on the results of the auction, to the applicant who offered the highest price. As a result, this reduces the possibility of acquiring this land plot by the unemployed and low-income residents in need of social protection, included in the “iron”, “women’s” and “youth” notebooks.
As a way out of this situation, the deputies noted the need to cancel the increase in the standard cost of land for its purchase by the unemployed and low-income residents in need of social protection, included in the “iron”, “women’s” and “youth” notebooks, through the Electronic Auction platform, introducing additions and changes to the relevant legislative and regulatory documents to introduce direct allocation of land plots to citizens included in these notebooks, based on decisions of district (city) Councils of people’s deputies and payment of the standard cost in installments for one year from the income received from the land.
At the meeting, deputies, emphasizing the work carried out to create new jobs, critically noted the insufficient allocation of subsidies from the fund for attracting the population to entrepreneurship to cover the costs of vocational training for women, involving them in entrepreneurial activities, and developing household plots. The deputies introduced proposals and recommendations to eliminate the noted problems. It was decided to ensure effective parliamentary control over the timely execution of work carried out in population employment and the creation of new jobs based on investment projects.
