KINDNESS AND SUPPORT

 

Today, in the context of the coronavirus pandemic, which has created a threat to the economies of many countries of the world, each country is fighting in the conditions of available capabilities and resources. Our country has also taken urgent measures to prevent its negative consequences for our economy and population. During the quarantine period, large-scale activity is being carried out to support and socially protect the population, especially low-income families.

On April 20, President of Uzbekistan Shavkat Mirziyoyev held a videoconference on the issues of ensuring the full-fledged work of enterprises in the industrial, construction and infrastructure sectors.

At the meeting, it was noted that most enterprises in the regions and districts have stopped their work or are not working at full capacity, this fact negatively affects the economy and social sphere of the region, in other words, the life of the population.

In order to support the population, on the initiative of the President of our country, the “Generosity and Support” Foundation has been established. The funds of this Foundation will be used to provide money and consumer goods to people in need, temporarily unemployed and people who have lost income during the quarantine period. The sources of the fund will be sponsorship and charitable funds and other sources not prohibited by law. The Fund and its branches are opened at the Makhalla Charitable Public Fund and its territorial departments and are not considered legal entities.

Our people have historical and spiritual values, high qualities, such as kindness, giftedness and generosity. In this holy month of Ramadan, helping poor families is one of our centuries-old traditions.

More than 215 thousand people live in Okkurgan and Quyichirchiq districts of Tashkent region. More than 107 thousand people live in Okkurgan district, 27 thousand 507 families, of which 903 families are low-income. The number of families with disabilities is 35. The number of unemployed is 59 thousand people and these are mostly young people. In total, there are 1140 business entities in the district. During the quarantine period, material and food assistance and support were provided to 14906 poor families, of which 462 are business entities. In Okkurgan district, within the framework of “Har bir yoshga bir gektar” (One hectare to each youth) project, 100 hectares of land were allocated and 100 young people were provided with jobs in Sultonobod makhalla.

More than 107 thousand people live in Quyichirchiq district, 26 thousand 651 families, of which 1059 families (4436 people) are low-income. An analysis of these families shows that 186 of them are families with disability, 105 families have lost their breadwinner, 69 families are single pensioners. A total of 4076 people from low-income families are able-bodied people and of them 822 people are unemployed. Some of them have personal plots of 8 acres.

In these districts, active work is being carried out to support and provide low-income families with necessary food and hygiene items. In addition to this kind of positive work, attention must also be paid to the following issues.

First of all, it is necessary that all families in need of assistance receive targeted support. For this, we should ensure that no family is left without attention and that all families receive support. To do this, it is necessary to inform the population about the phone numbers and the location of the help points for the population.

Moreover, for lonely elderly people, retirees, people with disabilities, single women who have lost breadwinners, it is necessary to organize the delivery of products at the place of residence in compliance with all requirements of quarantine measures, hygiene and safety.

Entrepreneurs, farmers, cluster farms need to be informed and explained about all the benefits and preferences provided by the state in terms of leasing, tax, credit payments, the provision of necessary resources, as well as create conditions for their implementation. For this, it is advisable to involve state institutions, banks, district khokimiyats and makhalla committees.

Also, in order to increase the employment of the population, and to attract able-bodied youth, entrepreneurs, khokimiyats and agricultural clusters, to assist the population in using their non-farm plots, to help in the acquisition of seedlings and fertilizers.

All these measures can be implemented taking into account the potential of the districts in agriculture, the number of business entities and local authorities.
