The 13th Congress of the People’s democratic party of Uzbekistan takes place

 

On 29 May 2023, Tashkent hosted the 13th Congress of the People’s Democratic Party of Uzbekistan.

It was attended by delegates elected by party members from the regions, members of the Central Council of the party, deputies of the Legislative Chamber of the Oliy Majlis, party activists, experts, and media representatives.

The agenda of the congress included issues on the nomination of a candidate for the President of the Republic of Uzbekistan from the People’s Democratic Party of Uzbekistan, as well as on the candidate's election program.

At the congress, it was emphasized that the elections of the President of the Republic of Uzbekistan, which will be held on July 9, 2023, should be held openly and transparently based on the new principles of national electoral legislation, generally recognized international standards, as well as the need to create a healthy competitive environment and equal conditions for all political parties and their candidates during the election campaign.

It was noted that our national electoral legislation and practice are being improved based on the rich practical experience and international electoral standards, a great impetus to the development of democratic reforms is given by the increased political and legal consciousness and activity of citizens, and therefore worthy participation in the Presidential elections, which are taking place in such an important period, places great responsibility on every member of the People’s Democratic Party.

At the congress, the issue of nominating a candidate for the President of the Republic of Uzbekistan from the People’s Democratic Party of Uzbekistan was discussed in detail.

At the plenum of the Central Council of the party held on May 12, it was decided to nominate a candidate from the People’s Democratic Party – Chairman of the Central Council of the People’s Democratic Party of Uzbekistan, Deputy Speaker of the Legislative Chamber of the Oliy Majlis Ulugbek Ilyasovich Inoyatov.

After that, in accordance with the Election Code of the Republic of Uzbekistan, the authorized representative of the People’s Democratic Party of Uzbekistan submitted documents to the Central Election Commission with a request for permission to participate in the elections of the President of the Republic of Uzbekistan. Having studied the documents, the Central Election Commission permitted the participation of the People’s Democratic Party of Uzbekistan in the Presidential elections on 9 July 2023.

Party activists who spoke at the event supported the candidacy of Ulugbek Inoyatov. After discussions about the candidate, it was decided to nominate Ulugbek Ilyasovich Inoyatov as a candidate for the President of the Republic of Uzbekistan from the People’s Democratic Party.

At the congress, the issue of the Election program of the candidate for the President of the Republic of Uzbekistan from the People’s Democratic Party of Uzbekistan was discussed.

The main goal of the candidate’s program is to create in Uzbekistan a democratic social state that meets the criteria of social justice, social equality, and people’s power.

The Program reflects more than 100 proposals and initiatives for developing the state and society, ensuring equal rights and opportunities, and pursuing a strong social policy.

In particular, initiatives are put forward on the introduction of a fair pension system in ensuring a strong social policy as the basis of social statehood, a stable society, and prosperous life, to adopt laws “On the procedure for establishing minimum consumer spending”, “On participation with a share in the construction of apartment buildings and other real estates”, “On state support for housing construction” and “On the guaranteed volume of medical care”, as well as on the digitalization of medical services, a sharp increase in teaching hours for teaching foreign languages and IT in school curricula, the introduction of a “school tax”, the introduction of a rent compensation system, raising the standard of living of pensioners, strengthening their social activity.

It also contains initiatives such as maintaining an active role and participation of the state in the economy to create a socially oriented market economy as the basis for sustainable development and social welfare, providing local investors with the same benefits as foreign investors, introducing taxes on valuable property, commercial activities through the Internet and social networks, taxation of income of persons involved in advertising, expansion of the list of areas that individual entrepreneurs and legal entities can engage in, as well as types of activities that are included in self-employment, all fees charged should be sent to the State budget.

The candidate’s program also emphasizes judicial reform as a guarantee of the rule of law, equality, and human rights. In this direction, new and vital proposals and initiatives have been put forward, such as the annual rotation of chairpersons of regional, district (city) courts, the introduction of the institution of jury trial in the administration of justice, strengthening the activities of regulatory bodies (inspectorates), public control in the implementation of labor rights of citizens and increasing the role of labor inspections, adoption of a program to equip unregulated pedestrian crossings with traffic lights.

The candidate’s program includes holding consultations with factions of political parties when the executive branch makes decisions on important socio-economic issues to reform a democratic system of government based on social equality and democracy, the gradual transfer of certain state functions to civil society institutions, expanding the direct participation of civil society institutions in public administration, as well as the empowerment of political parties and their deputy associations.

Special attention in the program is also paid to the issue of constructive foreign policy, which is based on the priority of openness and national interests. In particular, in this direction, proposals are being put forward to join international instruments in human rights, protect the interests and rights of our citizens working abroad, ensure openness and transparency in the activities of the Agency for External Labor Migration, and strengthen public control.

The congress delegates noted that the candidate’s Election program corresponds to the priority program ideas and goals of the People’s Democratic Party. The program considers the rights and interests of the party’s electorate and the low-income strata of the population.

The delegates noted that consistent work was carried out in all regions of our country to form the candidate’s program. Proposals were received from party members, volunteers, and primary organizations to regional councils. The views and opinions of thousands of party members were reflected in the program.

The election program of the candidate for the President of the Republic of Uzbekistan from the People’s Democratic Party was approved at the Congress.
