The next meeting of the candidate of the People’s Democratic Party of Uzbekistan Ulugbek Inoyatov with voters took place in Qibray district.
Youth of the region, members of public organizations, representatives of civil society institutions, deputies of local councils, party activists, and media representatives participated in the meeting.
The meeting was led by Akmal Umaraliyev, Chairman of Tashkent Regional Council of the People’s Democratic Party of Uzbekistan. After the proxy read the candidate’s biography to the voters, the candidate delivered a speech and explained to the voters the content of the proposals and initiatives included in his program.
In particular, the candidate emphasized the initiatives for further developing a strong civil society in the country. Taking into account that civil society institutions serve as an important guarantee of ensuring democracy, the rule of law, and individual freedoms in the country, it was noted that the program reflected several proposals aimed at expanding the direct participation of civil society institutions in state management and further strengthening public control.
The initiative to increase the social activity of civil society institutions by gradually handing over the state functions proposed in the program to these institutions, including the transition to providing services to persons with disabilities based on social partnership, extensive development of the practice of social and public-private collaboration between state bodies and civil society institutions will increase the role and importance of non-governmental non-profit organizations, social activity, and efficiency of their actions.
Also, the proposal to develop the mahalla system as an important element of civil society and ensure its full participation in solving administrative, social, ecological, cultural, and other problems will further strengthen the status of mahallas as the most effective and fair form of solving population problems.
The program also reflects the local-level support of civil society institutions and the expansion of non-governmental non-commercial organizations in the districts. In this regard, the proposal to encourage potential young people to work in the system of political parties and other civil society institutions ensures the active participation of young people in the country's political life.
Otherwise, the initiative to include public representatives in the supervisory boards of large production companies with a state share will further increase their transparency and introduce a mechanism of social dialogue and public control in the economy.
The program also focuses on strengthening public control as the main factor in developing civil society. In particular, it was noted that creating the necessary conditions for the active use of this influential institution in various spheres of social life will further strengthen the atmosphere of openness and transparency and achieve the rule of law and the Constitution. It was emphasized that public control is an effective means of considering the people’s opinions. Several proposals from the candidate’s Election Program for its further strengthening were presented at the meeting.
In particular, it was noted that the issue of strengthening public control over the targeted delivery of material and social assistance funds allocated to needy persons is proposed based on the party’s goals and the interests of its electorate.
Specific proposals are put forward in the program to ensure public control over communal services tariffs, the formation of prices for socially important goods and services, and the observance of the labor rights of citizens. It was noted that this serves to increase citizens' social and socio-economic activity and ensure legality and transparency in these areas.
The candidate also emphasized the need for strengthening public control and establishing effective public control over the activities of the External Labor Migration Agency as the most effective way to combat illegal constructions in cities.
At the same time, the voters also discussed the proposal to strengthen the public control over the State budget expenses to fully fulfill the status of the social state of the country and the social obligations related to it, as defined in the renewed Constitution.
In the candidate’s program, support for the active participation of all people in social, economic, and political life, regardless of age, gender, disability, nationality, religion, and social origin, is defined as one of the priority ideas.
The meeting took place in a friendly and cheerful atmosphere. Voters addressed the presidential candidate with their questions and expressed their opinions.
Activists called to support the candidate’s program for the President of Uzbekistan from the People’s Democratic Party, to participate in the election, showing an active citizenship position.
