The introduction of a pension system that is fair to all is of urgent importance

 

Everyone has the right to retire and receive a pension commensurate with work. However, today, there are many problems related to citizens who worked in the former collective, state, and joint-stock farms in the 1980s and before and until 2005.

The fact is that, in most cases, the documents about the work of our compatriots in the former collective, state, and joint-stock farms were not submitted to the archive or were lost. As a result, most citizens who worked in the former collective, state, and joint-stock farms until 2005 were assigned a low pension based on the actual period worked.

In the period of the Soviet Union, in 1980, the minimum working day of 220 days for men and 160 days for women was established in the collective farm. However, they could not provide information about their work during retirement for reasons beyond their control (because it was lost or unavailable in the archive).

In such cases, according to the current legislation, 220 days for a man were not counted as one year of work experience, but as 7 months and 10 days. For women, 160 days were calculated as 5 months and 10 days. However, according to the law, 220 days for men and 160 days for women who worked in agriculture must be counted as a year of service. It is not fair that the citizen is responsible for the fact that the information about the work is not kept or is not there at all. This leads to the restriction of the interests of citizens who worked in collective farms at one time and to the calculation of 2-3 times less pension compared to those who worked in other fields. As a result, citizens who worked in agriculture received 2-3 times less pension than their peers who worked in different fields at that time.

One of the proposals in the People’s Democratic Party’s election program is to correct this deficiency, protect the rights of our compatriots who worked in agriculture, and adequately evaluate their work. This goal is undoubtedly worthy of great attention.

In conclusion, it is worth noting that a national draft document must be developed to consider the work experience of citizens who worked in former collective and joint-stock farms before 2005, which was considered standard at that time, as a full-year experience. I think this is very important in appreciating the work of thousands of our compatriots and protecting their rights.

This initiative by the People’s Democratic Party is a significant issue. Its solution, respect for older people, aligns with our national values. This will create decent living conditions for older people and make them live contentedly.
