Pre-election campaign, announced in connection with the upcoming elections to be held on December 22 to the Legislative Chamber of the Oliy Majlis and local Councils of people’s deputies, is approaching its most important and active phase. The People’s Democratic Party of Uzbekistan is attending the current elections in high spirits, with particular decisiveness, and most importantly with specific ideas and goals.
On October 28, 2019, the Congress of the People’s Democratic Party of Uzbekistan was held at the International Hotel, in Tashkent.
Important issues related to the party’s participation in the current elections were discussed at the event, which was attended by members of the Central Council of the People’s Democratic Party of Uzbekistan, factions in the Legislative Chamber of the Oliy Majlis, delegates nominated from Karakalpak, regional and Tashkent city party organizations, activists and supporters of the party from all over the country, mass media representatives.
The Congress was opened by the Chairman of the Central Council of the People’s Democratic Party of Uzbekistan Ulugbek Inoyatov with a report dedicated to the important tasks of ensuring the party’s worthy participation in the elections to the Legislative Chamber of the Oliy Majlis and local Councils of people’s deputies.
The current election campaign takes place in a new atmosphere, when the confidence of people in the transformations and reforms has increased. New Uzbekistan is heading for new elections. Our people and voters expect practical results, decisive proposals and initiatives from political parties. The People’s Democratic Party of Uzbekistan embarked on the election campaign with a sense of deep responsibility, with the firm goal of justifying the confidence of its voters, the party leader noted.
Reports on the activities of the Central Council of the People’s Democratic Party of Uzbekistan and the party faction in the Legislative Chamber of the Oliy Majlis in 2015-2019 were heard and discussed in detail at the Congress.
Therefore, for the reporting period, based on the priority program goals and objectives, members of the faction took an active part in preparation of more than 500 draft legislative acts. In addition, at the initiative of the party’s faction, more than 50 reports and information from government representatives were heard.
Members of the faction held more than 10 thousand meetings with voters in all regions of the country, within the framework of which dialogues were held with more than 800 thousand residents. During these dialogues, over 50 thousand issues concerning the population were identified, more than 45 thousand of them were positively resolved with the assistance of authorized bodies. By decision of about 5 thousand appeals, corresponding work is being carried out jointly with responsible departments and party organizations.
During the reporting period, a total of 3243 issues and problems were studied by party groups in Jokargy Kenes of the Republic of Karakalpakstan, regional, Tashkent city, district and city councils of people’s deputies. 2266 of them were submitted to the standing committees, 1407 – at sessions, the executive authorities were given specific tasks to address them.
In addition, deputy inquiries were sent to officials of the state governing bodies and administration on 22531 issues, 17675 of them were resolved positively.
214 Public Reception Offices operating under the party councils received 64,288 appeals from all over the country. Of these, 40412 or 63% were resolved positively. The decisions of the rest are taken under strict control.
As of October 1 this year, the number of members of the People’s Democratic Party of Uzbekistan is 496,396. The natural growth of its members over the past five years is 101439 people. In particular, the number of women – members of the party increased by 64389, youth – by 63667.
During the Congress, reports of the Central Council of the party and faction in the Legislative Chamber of the Oliy Majlis were subjected to deep critical analysis.
Participants of the plenary session discussed the most important issues regarding the participation of the People’s Democratic Party of Uzbekistan in the current elections.
The delegates were presented the Pre-election Program of the People’s Democratic Party of Uzbekistan, which was developed in connection with the upcoming elections to the Legislative Chamber of the Oliy Majlis and local councils of people’s deputies.
The party’s Pre-election program is based on three main ideas. This is social equality and justice, social unity, social democracy.
The feature of the Party’s Pre-Election Program is that it is developed based on a new approach in the form of a “pyramid”. That is, in order to determine the most important issues inherent in the regions, to achieve practical and concrete results in resolving them through deputy associations, the “bottom up” principle will be carried out, and more precisely in the order “county – district (city) – region – republic”.
The Party’s Pre-election program forwards new and concrete initiatives for solving current problems concerning people. In particular, initiatives were forwarded to develop and adopt laws “On subsistence wage”, “Consumer basket”, and “State minimum social standards”, aimed at improving the daily lives of our compatriots, and practical ensuring their rights and interests.
At the same time, the program outlines specific tasks for improving the living standards of low-income population, pensioners, people with disabilities, ensuring social acceptability of the cost of everyday consumer goods and services, improving the quality of medical services, strengthening social protection of physicians and teachers, improving the living conditions of villagers.
Congress delegates approved a new Pre-election program of the People’s Democratic Party of Uzbekistan taking into account the fact that the program fully reflects the party’s priority goals and ideas, important proposals for protecting the interests of socially vulnerable segments of the population.
The upcoming elections are an important and responsible exam for every political party that will be held by voters, our entire people. Our compatriots are optimistic for these elections. Accordingly, the requirements for candidates for deputies are very high.
That is why the People’s Democratic Party of Uzbekistan with great responsibility approached the issue of nominating candidates for deputies of the lower house of parliament.
At the Congress, the issue of nominating candidates for deputies to the Legislative Chamber of the Oliy Majlis was discussed, the participants were acquainted with the list of candidates nominated from each county.
Thus, the People’s Democratic Party of Uzbekistan nominated 150 candidates from 150 constituencies organized for the election of deputies to the Legislative Chamber of the Oliy Majlis, their candidacy was approved by the delegates.
Thus, a new Pre-election program of the People’s Democratic Party of Uzbekistan, as well as 150 candidates for deputies of the Legislative Chamber of the Oliy Majlis, were approved at the Congress.
Other organizational issues related to the activities of the party were also considered, relevant decisions were made.
