The 14th Congress of the People’s Democratic Party of Uzbekistan was held in Tashkent on September 6, 2024. Delegates elected by party members from the regions, members of the party’s Central Council, deputies of the Legislative Chamber of the Oliy Majlis, party activists, experts, and media representatives participated in the congress, where important issues about the People’s Democratic Party’s participation in the election and the new election program were discussed.
First, Ulugbek Inoyatov, Chairman of the Central Council of the People’s Democratic Party of Uzbekistan, gave a presentation on the urgent task of ensuring the party’s proper and active participation in the elections to the Legislative Chamber of the Oliy Majlis and the local Councils of People’s Deputies.
The congress participants discussed detailed reports prepared on the activities of the Central Council of the People’s Democratic Party of Uzbekistan and the party faction in the Legislative Chamber of the Oliy Majlis in 2019-2024. The party set 82 goals, and more than 70 of them have been implemented, marking significant progress.
At the event, it was noted that the practice of announcing minimum consumption costs was established with the initiative and proposals of the People’s Democratic Party. The amount of pensions, allowances, and other types of social assistance cannot be less than that.
The number of affordable housing units being built for the low-income segment of the population has increased, and the practice of preferential mortgage lending in this area has improved. As a result of establishing the housing subsidization system, 6,000 apartment buildings were built in the regions, and 250,000 families got housing.
A list of mandatory medical services provided free of charge in all medical institutions and the corresponding medical compulsory insurance mechanisms was launched, regardless of the form of ownership and funding sources.
At the congress, reports on the activities of the party’s Central Council and the faction in the Legislative Chamber of the Oliy Majlis were discussed in depth, critically, and analytically. It was noted that the party’s program for 2019-2024 is being implemented effectively.
After that, the most important issues related to the People’s Democratic Party’s participation in this year’s election were considered. In connection with the elections to the Legislative Chamber of the Oliy Majlis and local Councils of People’s Deputies, the new Election Program for 2025-2029 was presented to the delegates.
The program includes 10 directions and 15 steps to develop the state and society, ensure equality of rights and opportunities, and conduct a strong social policy. About 100 proposals and initiatives are being put forward.
Solutions are offered to develop the social sphere, such as introducing a fair state pension system, reducing drug addiction among the population, sharply increasing the hours of foreign languages and IT studies in schools, improving the conditions for self-employed people, and guaranteeing the protection of buyers when housing is being built based on equity investment.
To ensure the rule of law, proposals were made to prohibit expensive gifts from the state budget, increase responsibility for inefficient budget funds use, and reduce Republican authorities' influence on sectoral control bodies.
The party’s new program also includes several state and society-building initiatives.
The congress delegates approved the People’s Democratic Party’s new Election program, considering the party’s priority goals, ideas, and proposals related to the interests of the population in need of social protection.
The elections are an excellent opportunity for every party and a great responsibility. Our people especially have high hopes for this year’s new proportional and majoritarian elections. Therefore, the People’s Democratic Party approached the issue of promoting candidates for the lower house of parliament with great responsibility.
The People’s Democratic Party nominated 75 candidates from 75 single-mandate constituencies for election to the Legislative Chamber of the Oliy Majlis and also proposed a 100-person party list based on the proportional system.
47,4 percent of the candidates are women, all 175 candidates have higher education, 8 percent are lawyers, 13 percent are economists, 6 percent are engineers, 9 percent are doctors, 31,4 percent are pedagogues, and 32,6 percent are representatives of other fields. At the same time, 18 candidates have a PhD degree and 15 candidates have a DSc degree.
The delegates noted that the candidates’ experience in state and community management, selfless work in various fields, highly qualified specialists, and the main idea of the party are people who can fight for equal rights and opportunities, and made a unanimous decision to support the candidates for deputy.
At the congress, important decisions were made regarding the People’s Democratic Party’s active participation in the elections to the parliament and local councils and its high results.
